I have been trying the bitmap through paint.net but the normals that are produced from paint.net has way to much specularity which makes everything look like a mirror

Normals don't drive specularity, there must be something else going on with how the game is interpreting the RGBA for the spec/diff maps.  It might be using the diffuse alpha as a specularity control or simply everything has spec on it and the map brightness is reflecting too strongly. 

I'll take a look at it later unless a mod chimes in and can clear that up--how specularity is controlled.

I believe its how the plugin works, it sets the spec layer to be to prominant however Im going to do various tests.

Specularity is based off of the diffuse. Currently you can't control it.

Is there any way around using Max to convert the OBJ?  I don't want to download max just to convert some files from Maya.

you can Download either Blender or max for Free, Max I reccommend, as its surprisingly easy compared to blender.
